EU packaging regulations come into force for UK exporters

New EU packaging rules have come into application, bringing additional requirements for UK businesses exporting packaged goods to the EU.

The Packaging and Packaging Waste Regulation (PPWR) came into force on 11 February 2025, with its first requirements applying from 12 August 2026 and further measures being introduced in phases through to 2040.

The regulation replaces the previous Packaging and Packaging Waste Directive and covers all packaging placed on the EU market, including primary, secondary, tertiary and service packaging.

Under the PPWR, packaging must become more recyclable and less wasteful, while businesses will face requirements covering labelling, recycled content, reuse and refill options, and the avoidance of unnecessary packaging and harmful substances.

The rules apply to businesses placing packaging on the EU market, including manufacturers, importers, distributors and retailers, with micro-enterprises subject to some lighter requirements while still needing to meet core obligations.

For UK exporters, compliance with the PPWR is required when selling packaged goods into the EU, alongside relevant EU Extended Producer Responsibility (EPR) requirements, which can include registering with national authorities and reporting packaging data.

Businesses that fail to meet the requirements could face goods being rejected at EU borders, making it important for exporters to assess their packaging, EPR obligations and documentation.

Businesses should also ensure they can collect and report relevant packaging data and prepare a Declaration of Conformity and supporting technical documentation for packaging covered by requirements applying from 12 August 2026.

The Department for Business, Innovation, Science and Trade (BIST) has advised businesses to review the requirements and seek independent advice based on their individual operational circumstances, as its information is not intended to constitute legal or compliance advice.
